These application forms assist corporations and other reporters to meet their obligations under the Greenhouse Gas Reporting Standard 2025 (GHGR Standard).
Each form provides background information on the administrative process it applies to and basic instructions for its use. More information may be provided in a guide, where necessary.
The Technical Governance Committee (TGC) may update or remove this information as required, and you are encouraged to check that you are using the latest version of each document.
Changes in operational control
Declaration of a facility
The following form is for a controlling corporation to apply for a declaration that an activity or series of activities are a facility under section 54 of the GHGR Standard.
The following form is for a controlling corporation or a member of the controlling corporation's group to apply for a declaration of operational control under section 55 of theGHGR Standard.
The following form and guide are used by persons who pass the eligible nomination test in section 11B of the GHGR Standard to jointly nominate one of them (the relevant persons) to be the nominated person for a facility.
This form and guide should be used by a corporation to apply for a reporting transfer certificate (RTC) over a facility where, for that facility, the reporting transfer test under section 22K of the GHGR Standard is met and the corporation has financial control.
The following form is to be used by a responsible member of a controlling corporation's group, who is assuming reporting obligations under section 22X of the GHGR Standard.

Register and reporting transfers
Application for deregistration
This form is for persons who wish to apply for deregistration. If the application is approved, the applicant's name will be removed from the Greenhouse Gas Reporting Register.
The addition of a new contact person form is to be used by organisations that have access to the Greenhouse Gas Reporting System (GHGRS) and are seeking an GHGRS user account for a new contact person.
This form covers requests for information not to be published in relation to information that would otherwise be published under section 24 of the GHGR Standard.
Section 25 of the GHGR Standard provides for a registered corporation, or a person required to provide a report under section 22G, 22X or 22XB to apply and request certain information not be published.
A request can only be made in relation to information which reveals, or could be capable of revealing, a trade secret or any other matter having a commercial value that would be, or could reasonably be expected to be, destroyed or diminished if the information were disclosed about a specific facility, technology or corporate initiative relating to the corporation or person.
The GHGR Technical Guidelines are a copy of the Greenhouse Gas Reporting (Weights and Measures) Codes of Practice 2025 with additional guidance and examples to assist reporters in meeting their obligations under the Greenhouse Gas Reporting Standard 2025.
Please note that the GHGR Technical Guidelines have not been updated to reflect amendments made to the Measurement Determination since the 2024–25 reporting cycle. Since the last update, significant amendments have been made to the Measurement Determination, including changes to methods, emission factors and Global Warming Potentials (GWPs). The Technical Guidelines should only be used in conjunction with the GHGR Guidelines, which are updated annually by the TGC. The GHGR Guidelines prevail over the Technical Guidelines wherever there is differing guidance.
