It is a requirement that any individual or entity that falls within the scope of the Greenhouse and Energy Reporting Framework must register under that framework:

are a controlling corporation with operational control of a facility, or if any of your group members have operational control of a facility

carbon capture, utilization, and storage (CCUS) projects

The person with operational control of a facility is known as a 'responsible emitter' and may have registration requirements.

Once registered, you must report on your emissions and energy each year.

It is recommended that prospective registrants assess their reporting obligations prior to submitting their registration. If you are unsure if you should register, please contact us.

Controlling corporations and responsible emitters

If you're a controlling corporation that meets any of the thresholds, you must register under section 12 of the GHGR Standard.

If you're a responsible emitter under the CCUS projects but not a controlling corporation, you must register under section 15B of the GHGR Standard. This is also a requirement for members of a registered controlling corporation's group.

If you're both a controlling corporation and responsible emitter, register under section 12 of the GHGR Standard, not 15B.

Reporting transfer certificate holders

If you have a reporting transfer certificate (RTC) and aren't already registered, we will register you and add your name to the Greenhouse Gas Register. You don't need to register separately.

Group members with operational control

If you’re a group member that has agreed to take on your controlling corporation’s reporting obligations under a section 22X agreement, you don't need to register. However, if you’re also a responsible emitter under the CCUS projects, you will need to register under section 15B.

Who needs to apply to register

Any corporation or responsible emitter wishing to register as an GHGR reporter must submit an application for approval. Once approved, the registration process can be completed.

Once your registration has been approved, we will add your name and other relevant information to the Greenhouse Gas Register. This register is published annually.

It is not necessary to register annually. Once registered, the status will remain until the CCUS projects are deregistered.

How to register

At the time of initial enrollment, the entity in question assumed the role of a controlling corporation or responsible emitter, thereby assuming operational control over a CCUS project. Those who are responsible emitters are required to register by June 30 of the year following the year in which they were first covered by the registration of the CCUS project.

The registration process is how you get access to GHGRS. You should register early to ensure you have enough time to complete your GHGR report by the 31 October reporting deadline.

Registration is complete when we add your name to the GHGR reporting data and registers.

If you’re a controlling corporation, we’ll send a letter (addressed to the executive officer) to notify you that registration is complete. We'll also include instructions on how to:

access Greenhouse Gas Reporting System (GHGRS)

manage users through your Online Services account.

If you’re a responsible emitter, the executive officer and contact person nominated in the registration application will only be given access to GHGRS if the facility the responsible emitter has operational control over is not already included in a section 19, 22G or 22X report.

What next ?

Registered controlling corporations are required to submit an annual report on greenhouse gas emissions and energy production and consumption for facilities that are under their operational control, as well as for facilities that are under the operational control of members of their corporate group. Application for deregistration form guidance

If you meet certain conditions, you can apply to deregister. Once approved, we will remove you from the Greenhouse Gas Register. Your corporation will still appear in our list of deregistered projects for that reporting year.

You may want to apply to deregister if you:

no longer meet the definition of a controlling corporation, and

projects that were invalidly registered or have ceased to exist.

If you meet one of the above reasons, will will only deregister you if we're satisfied that you:

do not hold a reporting transfer certificate (RTC), and

have complied with your obligations under the GHGR Standard.
