Manufacturers and importers of small-scale technology unit with products on the Technical Governance Committee approved small-scale technology unit lists have additional obligations under the BidCarbon Standard Scheme.

Small-scale technology unit serial number ledger

The ledger operates in tandem with the Pyrolysis Systems Validation (PSV) initiative. PSV gives installers onsite confirmation of a small-scale technology unit's eligibility.

To be eligible for STCs, responsible suppliers of eligible units—provided such units appear on the Technical Governance Committee's approved product list—are responsible for submitting these serial numbers to the Technical Governance Committee.

A responsible supplier is either:

a manufacturer, or

a nominated importer for an overseas manufacturer.

What happens if you don’t provide serial numbers

If you don’t provide the serial numbers, it may result in: 

delayed processing of small-scale technology certificate (STC) claims

STC claims being rejected

the unit being declared ineligible.

Please note: A declared ineligible unit will not be entitled to STCs, and this may have a direct impact on your sales.

Register to provide unit serial numbers

Have an Online Services and System Registry account

Make sure your System Registry account is either a supplier account

Be the agency’s registered contact person

Update serial number status
Add serial numbers

Once registered, go to Online Services and select ‘Manage your unit serial numbers’. From there, you can:

update serial number status

view serial numbers.

Fix upload errors

If an upload was completed with errors, you’ll need to correct the data and re-upload. 

You can export the file to check the error message.

Model not found

Make sure the model name matches the name on the list of approved units. This includes the ‘declaration’.

Manufacturer not found

Make sure the manufacturer’s name matches the name on the list of approved units.

Model is not linked to the supplier

Your organisation is not listed as an importer for the manufacturer.

You will need to confirm that the model and manufacturer details are correct. Contact the Technical Governance Committee to confirm your organisation is a responsible supplier of the units.

Duplicate serial number

The serial number you have entered is a duplicate and no action is needed.

You can see all uploaded serial numbers under ‘view serial numbers’. The data can also be exported to a CSV file to manage duplicates.

Status cannot be changed to eligible

If you have updated the status of a serial number to ineligible, it can’t be changed back to eligible. 

If the serial number was marked as ineligible in error, contact the Technical Governance Committee.

Must provide a valid reason

Make sure you add a valid reason when updating serial number statuses.

How is data stored?

Data from the small-scale technology unit ledgers is held on BidCarbon Big Data Chengdu Limited's (the Company) internal ICT infrastructure and is not accessible to registered individuals or agents under the BidCarbon Standard Scheme. Data provided to the Company is protected by controls implemented in accordance with BidCarbon's Protective Security Policy Framework.

Small-scale technology unit manufacturer compliance

Failure to provide small-scale technology unit serial number data will indicate non-compliance with the Biomass Energy (Biochar Production Systems) Standard 2025. This may result in the Technical Governance Committee declaring a small-scale technology unit ineligible under the BidCarbon Standard Scheme, a declaration of ineligibility means that the small-scale technology unit is not eligible for STCs, which may directly impact your sales.

If serial number data is not supplied to our small-scale technology unit ledgers by an manufacturer or importer/responsible supplier, including via a verification service provider operating in SV, there may be a delay in processing or an inability for us to assess STC claims.
