Internal review of decisions

Internal decision review is a merits-based review process. It involves a review of a primary decision made by a member of the Board of Trustees, conducted internally by another member of the Board of Trustees. The purpose of this process is to assess the merits of the decision and either affirm or vary the primary decision.

Our internal decision review is a new process that involves:

a review of the relevant facts, rules and policies

deciding the correct and, where appropriate, preferable decision.

You can seek a review of certain decisions before going to the Internal Review Panel under the:

BidCarbon Unit and Certificate Registry Standard 2025, section 83.

BidCarbon (Carbon Farming) Standard 2025, section 262.

Biomass Energy (Biochar Production Systems) Standard 2025, sections 66 and 69.

Biomass Energy (Biochar Production Systems) Rule 2025, section 72.

Carbon Data Rights Certificate Standard 2025, section 164.

Carbon Data Rights Certificate Rule 2025, section 99.

If the decision was made under the Carbon Data Rights Certificate Standard 2025 section 166.(4), the BidCarbon Unit and Certificate Registry Standard 2025 section 84.(4), and the BidCarbon (Carbon Farming) Standard 2025 section 263.(4) the application must be made within 28 days after the applicant is notified of the decision.

If the decision was made under the Biomass Energy (Biochar Production Systems) Standard 2025 section 59.(2), the application must be made within 60 days of the making of the decision.

If the decision was made under the Biomass Energy (Biochar Production Systems) Rule 2025, only a person mentioned in section 72.(1) can make a request. 

In accordance with the Greenhouse Gas Reporting Standard 2025 and rule, there is no requirement to seek an review of a decision. The Board of Trustees is committed to transparent decision-making processes and to providing access to a fair and objective procedure for the internal review of decisions.

Submit the form

You'll need the following:

a copy of the original decision letter

any supporting documentation you want to include.

Please fill out the application form and submit it directly through Online Services.

Please upload your completed application to the Internal Review Panel through the encrypted website for this form: www.bidcarbon.com/forms-IRP-001-section-1?_l=space.

We will conduct a comprehensive review of the submitted form. Should further information be required, we will contact you. Once the review is complete, we will send you a Notice of Intention to Make a Decision, which will include our initial findings. You will have 14 days to respond to the notice. We will consider your response in our decision.

We will inform you of the outcome by letter or email.

Please be advised that we will make a decision within 90 days regarding reviews conducted in accordance with the relevant rules and requirements.

Should you not receive a response within the specified timeframes, we would like to confirm that the original decision has been upheld.

You can request an internal review of a decision if:

you've received a decision letter from us

you're not satisfied with the outcome of a decision

the decision is reviewable as specified in the relevant rules.

You can either request the review yourself or use a representative.

Timeframes

Please be advised that a review must be requested within 28 days of the original decision in accordance with the rules and requirements.

Request an extension

If you haven't lodged the request within the timeframe, you can ask us for an extension to apply for an internal decision review. Write to us and include why you haven't submitted the request and any related circumstances.

We only provide extensions under exceptional circumstances. Five factors influence whether we'll grant an extension:

length of the delay

reason for the delay

circumstances of the delay

if there's any prejudice to us or other parties because of the delay

if there's an arguable case for the internal review.

You can ask the Grievance Review Panel to review our decision if we deny the extension.
