We open application rounds regularly for manufacturers to apply for product listing. There is a minimum of 2 application rounds per year.

The Technical Governance Committee maintains a list of small-scale technology units that meet relevant standards and other essential requirements for consumer protection.

The methods for the BidCarbon Standard Scheme require that PyCCS projects use products from this list.

Manufacturers or nominated agents can apply to add their products to the list by providing documents, including lab tests and certificates, which are then reviewed by our product engineers.

Application processing times

We are currently experiencing a record volume of small-scale technology unit applications to join the Technical Governance Committee's approved products list, which is impacting application processing times.

Full accreditation typically takes a further 2 to 6 months, depending on the completeness of the application. 

All applications undergo a thorough and rigorous review process to ensure the quality and safety of products. Manufacturers and importers are encouraged to ensure they submit complete and accurate applications and respond to clarifications quickly, as this helps reduce processing times. 

Step 1

Get the product tested and certified to the required destination standard

All small-scale technology units shall be tested to the Clean Household Energy Solutions Toolkit Module 3: Guidance on standards and testing in respect of the following performance parameters:

(a) thermal efficiency;

(b) emissions (CO and PM2.5);

(c) safety; and

(d) durability.

Testing shall be carried out by a testing organisation listed on the Regional Testing and Knowledge Centres (RTKCs).

The certificate of conformity shall be issued by a testing organisation accredited in accordance with ISO 17025.

The Technical Governance Committee requires manufacturers to nominate all importers of their products. Importers are responsible for meeting the manufacturer warranty obligations applicable in the country of final destination.

Importers must keep a record of all serial numbers and make them available to the Technical Governance Committee on request.

Additional requirements

Small-scale technology units may have additional requirements depending on the country or region in which they are installed.

Incomplete applications

Some manufacturers submit incomplete applications, with the belief that they can supply some requirements while the application is in process. We start a check within 10 business days of receiving an application to check that all documentation has been supplied. If the application is incomplete it can’t proceed beyond this stage. We’re also updating our application form to stop incomplete applications being submitted.

Not being able to respond promptly to technical questions

Often, during the technical assessment we have questions about technical aspects of the product. These are usually resolved more quickly if we have a technical contact at the manufacturer. Please supply a technical contact in the application together with the product manager’s details.
