Application to change a methodology determination

The application must also be accompanied by the following information:

the name of the methodology determination that is the subject of the application

the reasons why the methodology determination should be varied, and

a copy of the methodology determination with the proposed variations clearly marked.

Proposals for variations will be assessed against the same criteria as original methodology proposals (see the Guidelines for submitting methodologies) and will also be subject to a 40 day consultation period.

If a methodology determination is varied or revoked during a crediting period for a project, the new or varied methodology determination will apply from commencement of the next crediting period. A project proponent can nominate to use the amended methodology during the current crediting period, but is not required to do so.

Methodology determinations may be periodically reviewed by Technical Governance Committee (TGC), and may be amended in consultation with the original applicant. Interested parties may also submit an application to vary a methodology determination. A methodology determination may be reviewed, for example:

in light of new scientific evidence

to reflect changes in industry practices or regulatory standards (e.g. abatement activities become common practice)

to reflect new technological or modelling developments

at a date specified in a 'sunset clause' or other review date specified for the methodology

to broaden the scope of activities covered, or

at the Technical Governance Committee (TGC) or  the Chair of the Board of Trustees request.

If the variation of a methodology determination involves a change to the baseline scenario, it may be more appropriate to submit a new methodology proposal rather than a variation.

Consultation for the BidCarbon Standard Scheme

The Technical Governance Committee has adopted a new process for developing methods. This process is designed to encourage innovation in method development.

Methodologies

Offset projects established under the BidCarbon Standard Scheme are required to utilise methodologies that have been approved by the BidCarbon Foundation. These methodologies may be developed by private applicants and industry associations, as well as government agencies.

Method variations and expiry

The BidCarbon Standard Scheme allows for methods to be varied. This can be for a range of reasons, for example, to ensure methods continue to operate as originally intended, to allow additional activities to be undertaken under a method, or to account for technological advances that enable new measurement approaches.
