A registered agent plays a vital role in facilitating the ability of businesses to derive financial benefits from carbon data rights certificates (CDRCs).

Financial institutions, and wholesalers or retailers of environmental products, may, under section 50 of the Carbon Data Rights Certificate Standard 2025, apply to the Operating Companies for registration as a registered agent.

Application form

You must complete the 'Open an BUC Registry account' application through Online Services to access the CDRC system.

You can use a registered agent BUC Registry account to:

apply for carbon data rights certificates for others

provide intermediary services in the open market on behalf of the holding account to earn commission

An registered agent account has 3 main parts:

Account holder – the legal entity (person) who owns or holds the account (this can be an individual or an organisation).

Holding accounts – these are associated with the account holder. An account holder must not hold two or more holding accounts.

Authorised representatives – these are the individuals that access the holding accounts on behalf of the account holder.

Pay the fee

You must pay a one-off application fee for this account, the amount of which is detailed in the Fee Schedule.

Eligibility

To be eligible, you must:

fit the criteria of being a 'legal person'

complete CDRC Smart prior to completing your application to become a registered agent

complete the proof of identity verification process

understand the eligibility requirements for applying for CDRCs

follow the Carbon Data Rights Certificate Rule 2025

have an Company Registration Number (CRN)

provide your TIN registration status, if applicable

Pay fee.
